According to Dr. Doanh, the proposal by a Chinese corporation to participate in the construction of the North-South expressway raises many concerns about surveillance, quality, and its impact on several important aspects of the country.
Recently, the Pacific Group (China) met with the Ministry of Transport leadership and proposed to invest in the Eastern North-South Expressway Project under the public-private partnership (PPP) model. The investor even proposed funding the entire route. In an interview with a reporter, Dr. Le Dang Doanh, former director of the Central Institute for Economic Management, expressed his deep concerns and emphasized the need for caution regarding the proposal of the Chinese corporation to participate in building the North-South expressway.
“The construction of the Eastern North-South expressway is a strategic project that, beyond economic considerations, is also related to our national security and defense issues. A Chinese corporation wanting to participate in this construction will raise many concerns regarding surveillance, quality, and the impact on several crucial aspects of the country,” said Dr. Doanh.

This experienced economist highlighted the examples of some countries around the world, and even in Vietnam, where the Cat Linh – Ha Dong elevated railway project, which is over 13 kilometers long, had its costs escalate significantly, and its construction period was extended.
“Some neighboring countries have also canceled projects with China, and for projects already implemented in Vietnam, I strongly urge the authorities to carefully reconsider and not accept the proposal from the Chinese corporation,” Dr. Doanh stated.
The former director of the Central Institute for Economic Management noted that currently, Vietnam’s Bidding Law prioritizes low-cost bids, but this needs to be reviewed because it could create an opportunity for Chinese contractors to win the bids.
“When we conduct international bidding, it is normal for Chinese contractors to participate. However, we need to have a Council to carefully examine international bids, such as this one, to avoid falling into the trap of contractors who promise to secure funding but then increase the costs,” Dr. Doanh added. He emphasized that Vietnam has the right to decide which contractor will win the bid.
In agreement, Dr. Nguyen Xuan Thuy, former director of the Transport Publishing House, also stated that extreme caution is needed when considering the proposal from the Pacific Group of China.
According to Dr. Thuy, the Eastern North-South expressway is an important route on the North-South axis, included in the Vietnam National Highway Network Development Plan approved by the National Assembly, and is currently under implementation.
“This is an important project that requires significant investment, and given our current capabilities, it is essential to mobilize external sources of capital. However, with the proposal from the Chinese corporation for this project, I believe it needs to be carefully considered from many aspects, not just agreed to for any reason,” said Dr. Thuy.
He referenced the delays and cost overruns of the Hanoi – Cat Linh elevated railway project or issues with quality and technical standards in sections of the Da Nang – Quang Ngai expressway, which were built by Chinese contractors.
“Many other projects involving Chinese contractors have also shown poor quality, cost overruns, and extended timelines. Therefore, while we need funding and early implementation of transportation projects, I hope the Ministry of Transport will carefully consider and avoid potential consequences in the future,” Dr. Thuy expressed.
